They are talking about the way Apple builds their systems, and that the 64-bit (Merom) upgrade won't affect the supply chain, since it's a drop in replacement. I don't see a lot of end-users upgrading their iMac or MacBook Pro with a new CPU, given how tightly integrated the designs are.
