The last "soil sampling" exercise I recall was in Laureldale, PA in Berks County surrounding the Reading Smelter. As I recall, the scenario began with Exide purchasing about 40 contaminated homes, followed by years of legal wrangling from other, aggrieved homeowners additionally seeking settlement, and eventually led to the lead recycling facility being closed permanently.
The scary part is that the Reading location was a former General Battery plant with comprehensive environmental oversight. Vernon is a former GNB site where the former owners, IMO, were not exactly recognized for regulatory compliance or community commitment. By recollection, the last time the Frisco, TX smelter was in the news was in the 80'S when the GNB-owned facility was cited for years of dumping untreated sulfuric acid into the Dallas sewer system which was discovered when all the streets around the Frisco smelter began collapsing from years of acid erosion. The findings around Vernon could be catastrophically expensive to remediate if the blindfolded ghost of Gould National Batteries left its fingerprints behind on the Vernon enviro-landscape.
