For those of you that would like to know how to find out if a given penny stock has received a DTC Chill, check this SEC website and then click on the link to continue to the most recent chill list or click on the link below to go straight to the list.

I don't see STKO on the chill list therefore it is not chilled.

How AmeriTrade chooses to handle their customers desire to buy stock is completely up to AmeriTrade. AmeriTrade does not own and operate the DTCC.
