Allowing Banking Directly Addresses Nearly All 8 Points
Point 2 - Prevents money from going to gangs/cartels by legitimizing the revenues.
Point 3 - Legitimate growers will not want to risk trafficking mj from legal to illegal states. Of course a small few will get greedy, but overall it will not be worth the risk.
Point 4 - Legitimate mj retailers will have less incentive or even pressure to sell outlawed substances. Like point 3, some will get greedy on this but regulation from "seed to sale" will make it harder to report illegal income.
Point 5 - Taking the cash flow away from cartels/gangs as well as switching away from a cash based business will greatly reduce the violence.
Point 7 - Growers will not need to use guerrilla operations if they can legally generate income in their own property.

As a result of all this, Point 1 should (access to minors) also be greatly reduced. Because of strict regulation, it is harder for a minor to purchase alcohol than illegal drugs.

And I personally consider point 6 (drugged driving) to be a non-issue. I drive stoned daily for nearly 20 years and have only been in 1 accident when I was 18. Ironically, I wasn't even stoned in that crash, just young and stupid and going waaaaaay too fast in a car that way way too powerful. Sen. Grassley's comments about a "114% increase" in marijuana related auto fatalities is a farce. How many of those accidents ALSO involved alcohol or other drugs? Did that supposed 114% increase contribute to an overall, statewide increase? And how was it determined cannabis was the exact cause; blood tests? THC stays in the system for a long time, especially after regular use so an accident victim may not have smoked for a week or two but could still test positive for high amounts of THC. Ultimately, about 30,000 people die annually from drunk driving, which in a nation of 300,000,000+ is less than 1%, therefore statistically irrelevant.
