Ask the representative about how a stock can move from greysheet to pinksheets. They will transfer you to an agent and the agent told me ANY move to a higher platform needs the company's permission to do so. I asked them if a MM can make the move for a company and they said NO. MMs make the market but they do have shares granted to them which is only available to them to make markets by the company and during the IPO.

Call the number and check for yourself. That is my rare piece of dd contribution. :)
