hes trying to say the "foreign ownership" of the broadcasting company cant exceed 20%.

but...

blackout media is an american company....what would stop them from setting up an american based tfn??? nothing. they could beam the programing into the us via the canadian side....the programing could be handled via a contract which "sells" the service to the american company. they would be selling to themselves for what ever they wanted to make it legit with the canadians....blackout media would take account for the tfn canada and the US.
