You are just not the brightest crayon. You are comparing apples to grenades.
Back when hemp helped with war it could be planted and made into something during the same war. Now war technology has far overstepped hemp to be useful and Syria is only expected to be limited engagement. This won't be a war and hemp would not add or detract from the effort
