What you fail to understand is this is not something horsemen or vets will have a choice in getting. It's something that the race horse authorities like the Office of the Racing Commissioner will make mandatory so that everyone racing will have to have a PHR in order to curtail illegal drug use on the race horse. It will be a regulatory matter. Not a choice.
