If it weren't for the manipulation of the stock it would already be there. Remove that, and it will run there and more just like the first two runs. The book value is already much higher so there is no reason to put a time table on the idea that the GSEs need to prove their value to the market. The market simply needs to see they'll be allowed to realize the full value that they've already earned. That's the American way at least in theory
