Something everyone has missed in the all the excitement - where many are making the erroneous assumption that marijuana has been legalized at the Federal level with going through the legislative process.
But much importantly, note that the DOJ memo applies only to US Attorneys, not to the DEA, which has been the agency responsible for threatening banks and security companies.
Also, the Feds have for the most part left individuals alone and nothing has changed about concerning individual use.
U.S. Attorneys will individually be responsible for interpreting the guidelines and how they apply to a case they intend to prosecute.
The 99 plant rule will still be enforced.
The PharmaJanes and SimplePrepay sites are still illegal as that would be a conspiracy to help facilitate the distribution of marijuana.
The guidelines don't change anything for SKTO.
