I don't have an offshores broker but places like suretrader, tradeking, lightrader etc allow for the shorting of most pennies...itd surprise me if they didn't allow it for this security. Not saying there's short interest just that it's probably possible to short this.

***forgive me on the spelling of those brokerages that was just off the top of my head
