Judging from what fwb said, it looks to me like the UST thinks the list of volunteers to be on the Official Committee of Equity Shareholders (OCES)is either not long enough or doesn't have enough large shareholders, and so the UST is calling up (presumably large) shareholders from a list of shareholders to see if they would qualify to be on the OCES and would be willing to participate in it. Remember that OCES members are not allowed to trade shares of FEEDQ from that point on which is a bit of a handicap for many people, to say the least (which may be why it becomes difficult to form an OCES) ...... just my non-attorney thoughts.
