You are insinuating a grand theft ring. I subscribe to the mining journal and basically all the ads read the same. Claims go up for sale all the time just like residential real estate. Most are bought and held by dreamers who never prove up the claims beyond the basic requirements I.e. a min amount a hours per year at the claim. That doesn't make them bad claims just not proven claims. Some claims are indeed worthless or non economic. Trying to cast a broad net and claim that the cracker creek claim falls into the same category as some in az is misleading. .
