And 3 months ago, Mr. Hodge announced that they would be making a decision about how to proceed by the end of the second quarter of this year.

The 3rd Quarter of this year that Mr. Hodge is referring to ends on September 30, 2013.

If Mr. Hodge has all these different options why hasn't he yet decided on the ONE and move forward?
