Even at 19 Million float, and that is based on the your assumption that everybody wants to sell all at the same time and take a loss of their investment, there are many pennies and NASDAQ stocks with higher float than what you see here. As to the 7 Billion, the PLAN has not happened yet. Here is where we are at this moment according to the latest 10Q.

Issuing shares to pay for consultants is a common thing. It happens
with every stock, pennies and Nasdaq.
