A very interesting and thought provoking discussion today.

You said "In the end if the judge determines that they are still infringing and slaps them with a punative royalty > 7% they simply write a cheque, make a deal and move on."
I may have missed this discussion in the litany of posts here but is there any circumstances that the Judge can impose a greater than 7% RR? For willful infringement, contempt of court etc...?
