That is what is similar to a case management schedule, it does not require the Judge to rule on the workaround or the RR. Obviously after all the discovery, possible hearings, including on settlement on RR on 12/1 you would expect him to rule on all issues. He should have made this schedule a long time ago, but didn't. It's seem clear he wants the parties to settle. But the bottom line is I believe he can take as much time as he wants after 12/1 to rule and finish this matter at the trial court level.
