It looks like they perform real world testing and they have the other two qualified products in their arsenal for testing, but need something to match the new standards for ETD testing.

If I read this quote correctly, the NIST will be creating the layered approach protocol for the TSA...Which will include the QS-B220. Since they have to have a real world environment for testing, they are purchasing a unit outright to be permanently included in their facility for testing real world scenarios.
