The truth about the Level 3 agreement from the 10-Q:

On July 31, 2013, the Company executed an agreement with Level 3 Communications for colocation and the provision of IP services in ten (10) U.S. cities.

Exactly as I said - it's a simple retail customer agreement that was massively embellished to deceive investors. Again, it's not a "tier one contract" -- it's an agreement with a tier 1 network. This is very similar to the Zayo PR regarding MDGC. I suspect Bill Grey was hoping for the same effect.

Colocation:

A colocation centre or colocation center (also spelled co-location, collocation, colo, or coloc) is a type of data centre where equipment space and bandwidth are available for rental to retail customers.

Under this kind of agreement, CCI would rent space/equipment and pay for IP provisioning from L3. They would NOT be "opening" their own "network facilities" as falsely claimed in the blatantly misleading PR. Nor is all of the stuff they wrote about Level 3, the number of buildings, etc. even relevant.

The Level 3 Contract calls for CCI to open network facilities in Ten U.S. Cities by the end of 2013 enabling the Company to provide its “high capacity” Internet services to both private and public enterprises.
