IPWireless gets a pass through from Philips, who co-developed the ASIC. Flextronics is the OEM of their equipment, and they have a licence as well.

And IPWireless is still not on Q's list of authorized suppliers.

IP Wireless is mainly an operator, and does not need a licence, imho...
