The old model of mine development was to produce the report first. That made the project "bankable". A bank, or maybe Sprott, would loan them the money to buy the equipment and begin processing. Although the GORO model showed that it works the other way too, even they developed one later to determine how to plan expansion. From their latest 10-Q, it looks like they're creating the report, or its equivalent, before opening the second underground mine.

Paul doesn't have the permits needed to begin digging, but he can keep his crew busy by preparing a report while they're waiting. Eventually he'll want one, so it's not wasted effort. It's just that all concerned would probably rather they were digging.

Betcha Pelke will be short-handed the day they get the permits.
