That is because XXII is still mainly held by retail investors are there is an institution selling (we believe). The mkt cap is too low for institutions to start buying and absorb this selling.

We have found that the biggest returns come when institutions start buying and their volume is significantly larger than retail investors.

We think there are 3 ways institutions could start buying.
1. mkt cap reaches the $100m level
2. Federal Permit approval is granted
3. "virtual worldwide agreement" is signed/disclosed and it is for tobacco
