IMO this could be MMs or a group of traders. The key is to not to tie up your money while waiting on MDIN or another stock to run. So you have already a certain amount of shares, just say 10 mil. For example only, they use this to try to hold down MDIN by throwing up large road blocks or selling between their selves to create fear in the market.
