One could argue, and I will, that it would be unwise for the CEO and CFO to buy NEOM with their own money given the large number of options afforded to them. Why would they not put their personal money elsewhere and diversify? They already have enough eggs in the NEOM basket.

You choose to interpret this as a lack of confidence by senior management in the prospects of the company (yet you hold shares). I interpret it as wise money management, especially given their income (ie.salary), unlike yours and mine, is also dependent on NEOM. I own my own businesses too but that doesn't require me to put all of my investment capital in them. Last I checked there were some other attractive investment opportunities in the universe.

This is a red herring IMO.
