No, he's stated the relationship as it exists now and as described by me AND him. Companies routinely announce LOI's to JV at some point.

An LOI doesn't mean it will happen, and the absence of one doesn't mean it won't happen.

You're the one inferring that more is there betwen BD and AMBS than has been announced. The market does not agree with your inference.
