KW yes market are also made by market makers creating and issuing new shares into supply naked shorting its called. While I do not agree that should ever be allowed as no company can control it's market supply Sec allows it. Sure they have covering rules on IOU's but they get around it to. SEC is just very lack on enforcing covering abuses.
