fuagf -- to have a chance of effectively shutting off the groundwater leakage they would have to isolate the plant from the groundwater flow on the upstream side, above the plant on the opposite side from the shore, and lay in a floor underneath extending to the shore, and wall off the sea -- given what's obvious from all the stories about a very considerable groundwater flow/system there, only a complete tub containing the entire primarily-contaminated site (considerably beyond just the reactors and related structures) could actually be effective
