The article is almost all carefully worded to imply that something is wrong even though there is no evidence. He did make one serious mistake, though.
"But the federal probe is ongoing, as is an investigation by a state prosecutor in Richmond into whether the governor followed Virginia’s gift disclosure laws. Star Scientific has also told investors that it faces a securities probe."

That probe ended more than a week before the article was written and concluded that no laws were broken. Of course, that wouldn't help to distract attention from this other article lead on the same page, would it?
