What is fraudulent is the manufactured trading of the stocks, at tremendously over-inflated values, that result from the misleading and blatantly untruthful promotions. The officers and directors of these companies are as much to blame as the promoters and financiers of these promotions for allowing their shareholders to be exposed to ridiculous losses.
