All filings are via Electronic Case Filing (ECF) through PACER. When a lawyer in the case files something it goes right onto PACER as soon as he hits the send button. However, it is my belief that HJJ sends his Orders to the District Clerk to put onto PACER and to enter the Order. His Orders don't show up until the Clerk has made a docket entry, at least that is the way it has appeared to me in the past. We have seen Orders that were signed by the judge the day before but not uploaded to PACER until the following day. Personally, I think that even when the Judge signs off on an Order there can be a delay until the next day for the Clerk to upload it to PACER, but that's just my opinion based upon my observation of the filings in the past.
