If NASEBA will be presenting in China to people

who are Chinese, why wouldn't our President LL be there. He's Chinese, looks Chinese, speaks Mandarin, knows his way around the country geographically, understands the financial system there and how the Chinese do business.

I would consider his presence essential/mandatory and not optional.

I can't imagine that JB & Pete don't know the above as well, as it seems common sense from a business standpoint. Many countries prefer to do business with their own people.
