If I sell the best brownies in the world and I license someone in a MJ friendly state to add THC to the brownies and they are only sold in the MJ friendly state, I am not breaking the law. Seems to me someone would more likely formulate their own blend and add THC than pay licensing fees to a formulator. FITX didn't invent supplements. Not saying they don't sell a good product.
