Can anyone explain why the par value is .001? instead of .0001?

Par Value Shares: 10,000,000,000 Value: $ 0.001 Par Value Shares: 25,000,000 Value: $ 0.001 Par Value Shares: 75,000,000 Value: $ 0.001 No Par Value Shares: 0 ----------------------------------------------------------------- Total Authorized Capital: $ 10,100,000.00

Does this mean that to break even they need to pump this stock to go to .001 or higher?
