That's true, we really have no idea how much was paid for the notes. It is completely possible that the "individual noteholders" were Guest and Ali (promisory notes they issued to themselves as salary). They could have then "sold" the 14 notes for $0 to a "non-related" company (i.e. a company owned by a freind relative and operated by Guest and Ali). Essentially just "selling" the notes to themselves for nothing to create an illusion.
It's also possible that Global Energy is a real company, maybe a competitor, that saw an opportunity to take a controlling interest in UBRG/NDR. Maybe the folks at UBRG/NDR were undercutting them, selling NG at next to nothing prices, and this is an attempt to eliminate the competition.
