It can simply be a measure on how serious the deal is. Kind of like a deposit. Personally it is a deal that is all but done in my book. But to argue with folks that all the i's and t's are place is a waste of time. I think I remember seeing that ActSoft was a HISC company on the ActSoft Website when I first bought HISC...I am still perplexed that it really wasn't in the strictest sense of the word...
