Stopping patent 'trolls'

I think the main idea is to stop companies that have questionable patents from using them to shake down companies for relatively small amounts of money. The example I read about was one company owning a questionable patent and then threatening legal action unless they were paid a $75,000 licensing fee by each company. The problem is that even if there was no infringement, or the patent invalid for whatever reason, a patent trial would cost a lot more than $75,000 so the target companies end up paying the license fee to avoid a larger legal bill.
