I believe you are right. SCRC began to pay their bills in notes and shares. Hell, the vendors want their $ so they short the restricted stock. Then it finds its way into the float.

Alot of this may have happened during the last 4 1/2 months; they had no cash. These otcbb's are so late with their filings noone sees it until months later.
