I think we both know that when writing PR's, you use such phrases so as to cover yourself in case of any unforeseen circumstances. They never said the whole thing would be completed on August 16. Even the schedule posted on the site has it completed by the end of August. It is only july 18th. That means they hope it will be completed by the end of NEXT month. You can quibble over the word "few" as much as you would like. It is July and next month is August. Two months. Whether you want to extend that to September or October- be my guest.
