25% workforce = 15 employees ... incur approximately $40,000 [only] in total restructuring expenses ... [yet] annual cost savings ... approximately $1.3 million.

so avg ~$87K net annual employees only get $2,666 severance ?

Yup smells like more bullchit from the stinky stock yard.
