The permits do not need to be in either of those names. In this case, I believe they are in the name of the master lease holder. I suggest you ask these types of questions on the Xun Energy Forum http://forum.xunenergy.com/. Remember, message boards like this one have ZERO accountability, whereas if you any reply you receive from the company on forum is a direct response from the company.
