Since the Onyx bid, small biotech has been hot. That's the only reason I can see for the blast off of Inovio. I've been in and out of the share for two years as I love the technology, but they have not begun final trials of any of their vaccines. Immune responses have been wonderful for years including the latest animal responses to the H7 influenza, but why the big response now? My guess is the market maker has spiked share price and it won't last, but what do I know. I always though it was way undervalued from years back.
