At this point, granted, FNMA went higher than FMCC on the last earnings, however, they both benefit from the news of the tax benefits

I feel the reason that FNMA is ahead of FMCC is the amount of dollars returned to the Treasury. FNMA has approx. 80% paid back. IMO it signals that they are closer to being out from the c-ship and a more profitable company than FMCC. Although I don't see one being released without the other.
