They aren't legal if they are wash trades...........BUT

the OTC is unregulated for the most part. The SEC warns pennies can be manipulated. It's the sign of a weak stock, not a strong one.

Some want MORE regulations. When implemented, they will then blame
Capitalism for the consequences.....again!
