Putting a GTC order to sell won't effect the amount of shares available to short. The shares available to short is based on the float of shares being traded. If a company has a float of 50 million shares tradable, the short interest can be exactly 50 million short. However, the most you'll ever see is about 50% of the float short. Only a few companies, I've ever seen exceeded over 50% short interest. let me know if you has any questions.
