There are no "posted" processes for the removal of a chill by the DTCC. In fact the DTCC makes it clear they will not publicly provide any information regarding the chill on a security. One can watch the SEC Roundtable video on Micro Cap Fraud and the DTCC makes it clear they will not publilcy provide such information and they do not do meetings with "issuers" only participants. The SEC requires that they provide a response to "issuers" and nothing more. The DTCC has a list of approved SEC Attornies that will go over each issuance for it's legitimacy and completeness of paperwork.

This is typically how a "chill" is lifted once each and every issuance is vetted.
