It is hard to support such an assumption if you do not have an answer as to whether it is in fact "new equipment" or "Wytec." Right??

Did Val use the money loaned from new Board members to buy or lease some new equipment or is he using the ancient Wytec antennas? Who is the fiber provider and what is the financial arrangement with it?

There is nothing that would prevent other providers from offering similar or even faster line-of-sight wireless broadband if there is sufficient demand to make such a service profitable.
