POLR was suspended due to these reasons:

Commission temporarily suspended trading in the securities of Polar because of questions regarding the accuracy and adequacy of assertions by Polar, and by others, to investors in press releases and promotional material concerning, among other things, the company’s assets, operations, and financial condition.



A prior suspended company from 2011 was suspended by the SEC with these reasons given:

Questions have arisen concerning the adequacy and accuracy of press releases concerning the company’s operations, the accuracy of its financial statements, and stock promoting activity by the company.



Sounds extremely similar to what POLR was suspended for - doesn't it? Note the absence of any verbiage management had violated securities law. Then again only a court can determine that. No mention management was profiting from alleged stock promoting activity. Two years later the SEC filed litigation outlining how the CEO paid 3rd party affiliates to sell billions of unregistered shares in the background on his behalf. And yes, that is a violation of securities laws. Semantics isn't going to help you.
