Charlie is quite the handsome man!! He's very lucky to come into your family and I'm certain that he'll provide you and the rest with years of unbridled joy and happiness. How is little Max with him? Has he been introduced to the bay window yet?

The story of Charlie's mother along with the picture brought a tear to my eye and then a sense of rage knowing that she's kept in deplorable conditions. You did the right thing reporting the owners and a followup inquiry may not be a bad idea.
