Well that would be something that he would have to disclose before he gets appointed.

Most legit companies encourage/Pay CEO's and executive officers with a large amount of shares. This is to encourage them to focus on Owner's (shareholders) benefit.

There are still shareholders and I believe that the government will respect that and will reward them financially as owners of this company. Anything else would be unethical.
