The essential point: MJNA doesn't intend to raise the AS; therefore, the AS will not go up.
Regardless of whether regulating entities force MJNA to go through a complicated series of actions to maintain the AS at 950 million or they permit a relatively simple solution, we know the AS will remain at 950 million. ("The authorized will stay at 950 million and that cap will remain.") This has been a major concern for shareholders for a while now, and the information in Stuart's email tells them that they don't have to worry about the AS being raised for the time being.
